What should I do at such situation at public food courts? (see in details below)?

as it was too crowded at lunch time, I usually choose the shop with less people. Once, I went to a Japanese food shop where there was only one lady waiting. So I was second customer. But, after I ordered the food, to my surprise, I learned that the lady in front of me had ordered 7 packets for her work mates. I ended up with waiting for 15 mins. Likewise, I experienced at many other shops..(noodles, sea food..etc) I feel this habit is a bit unfair (those who just stay at office and order..are selfish) ..seller is nothing wrong..what should we do to improve..
