Can your capillaries grow back?

Okay so I sometimes rub my eyes, and I have HUGE under-eye bags that are hereditary. While looking for a home remedy for hereditary bags, I saw that you aren't supposed to rub your bags (already knew that) because it breaks the tiny capillaries. If you broke those ity-bity capillaries can they grow back? Please answer I don't want my capillaries to be gone!
