Fish only clown tank?

i have a 10 gallon fish tank and would like to change it to a fish only clown fish tank. with a mated pair of clowns. i cant afford corals at the moment so i dont need the specific lighting for the corals. but what do i need for the clown fish alone? is live rock and sand still needed? powerhead or no power head? and which filtration, a tetra whisper 10 i or a aqueon quiet flow 10? so many decisions, but im up to the challenge. can someone help please?
